Describe the bug

1. Please see the demokit: https://ui5.github.io/webcomponents-react/v2/?path=/story/layouts-floorplans-toolbar--open-popover
   When ToolbarButton is overflow into ... button, then the popover can't be opened.

2. Can't set accessibleRole for the ToolbarButton, if the button works like a link, then it will cause A11y issue.
